Über dieses Blog

2005 haben Deutschland und Italien 50 Jahre Anwerbeabkommen gefeiert. Dieses Abkommen stellt den Startpunkt der heutigen Präsenz der ItalienerInnen in Deutschland dar. Von 1955 bis heute hat sich vieles geändert: Als Gastarbeiter angekommen, sind die ItalienerInnen heute ein fester Bestandteil der deutschen Gesellschaft und haben einen wichtigen Beitrag zu ihrer wirtschaftlichen, kulturellen und gesellschaftlichen Entwicklung erbracht. Nicht mehr Emigranten, sondern Bürger, die zu einem gemeinsamen Horizont blicken: Europa.

In dieser Gruppe sollen italienische und italieninteressierte Genossinen und Genossen zusammentreffen, um über Italien, Deutschland und über die aktuellen politischen und gesellschaftlichen Geschehnisse beider Länder zu diskutieren und sich auszutauschen.

When the web meets reality

Wie im letzten Post beschrieben, findet am nächsten Samstag in Gross-Gerau eine deutsch-italienische Veranstaltung statt, die sich komplett um die Partito Democratico und die aktuelle politische Situation in Italien drehen wird.

Ich würde mich natürlich über einen regen Zulauf freuen, aber ich bin mir auch bewusst, dass Gross-Gerau nicht unbedingt für jedermann leicht zu erreichen ist und einige am Samstag auch bessere Dinge (wie den Geburtstag der Schwägerin oder die Kommunion der Cousine) zu tun haben werden.

Wie aber trotzdem seine brennenden Fragen über das Diskussionsthema loswerden, mit der konkreten Chance vielleicht sogar eine Antwort zu erhalten?
Nichts einfacher als das!
Einfach die Frage hier im Blog als Kommentar stellen. Wir werden sie dann am Samstag diskutieren, erörtern, und das Ergebnis dann hier nächste Woche ins Netz stellen!

Caro Gennaro, se mi dai la possibilità la sfrutto volentieri. Ecco qui.

Se il PD sarà coinvolto nel prossimo governo cosa intende fare
1. per l'educazione e l'integrazione dei ragazzi italiani all'estero?
Questo problema è attuale e "schmerzhaft" proprio qui iin Germania. Quanto fatto fino ad ora non è servito a molto. Io credo si debba puntare sullo sviluppo delle scuole bilingui (ci sono un paio di buoni esempi in Baden Württemberg).
2. per il potenziamento della rete consolare
A lungo andare i consolati in Germani sono destinati a diminuire e credo che questo sia un dato di fatto di cui occorre prendere atto. Gli italiani in Germania sono però in numero stabile e forse crescente. Ci sono due ordini di problemi: un'intera generazione di Gastarbeiter si avvicina alla pensione e moltissimi di loro sono dipendenti dal lavoro del consolato e dei patronati per calcoli, reversibilità, trasferimenti. Una nuova generazione sta crescendo. Una generazione di gente che sa usare i nuovi mezzi di comunicazione e che in questo modo può comunicare e interagire ocn consolati sempre più lontani. Ci deve essere una ridistribuzione delle risorse per ppotenziare l'e-governace. Devono essere stipulati accordi con le amministrazioni locali per il passaggio automatico di dati tra le anagrafi di origine e di residenza.
- per il potenziamento della cultura italiana nel mondo.
A mio avviso bisogna togliere il controllo degli istituti di cultura dal ministero degli esteri portandolo sotto l'egida di un organismo indipendente (per quanto possibile). Le nomine dei direttori vanno concordate con la realtà locale (che se ne fa l'IIC di Monaco del terzo direttore in fila che non spiccica una parola di tedesco?). I fondi per le manifestazioni culturali vanno aumentati (possibile che Colonia non abbia 2000 euro per finanziare una manifestazione non preventivata ma interessante?), i programmi discussi da una commissione rappresentativa di tutta l'area di competenza, per evitare che si concentri tutto su quattro o cinque città. Inoltre deve esserci una cooperazione tra i direttori degli istituti di un'area geografica.
- per l'aiuto di quanti si trovano in difficoltà economiche. In tempi di Hartz IV i più esposti alla mannaia sociale sono i lavoratori stranieri. Credo sia necessario creare un fondo di solidarietà per l'aiuto dei connazionali in difficoltà.
- Potenziamento dei collegamenti tra la Germania e l'Italia.
Arriverà prima o poi il raddoppiamento della linea ferroviaria del Brennero? Possibile che Air Berlin abbia almeno 40 destinazioni in Spagna e appena cinque o sei in Italia?

Queste per me le cose più importanti in assoluto. Scusa, ma ho scritto di getto e sono un po' di corsa. Se arriveranno risposte (la prossima settimana) e poi fatti (la prossima legislatura), sarò contento :-)

Caro Chico,

mi aspettavo le domande di qualche tedesco curioso a conoscere meglio le vicende politiche italiane, ed invece siamo scesi subito nel ring dei temi elettorali italiani in senso stretto. Ovviamente non mi tiro indietro e cerco di dare alcune prime rispose ai tuoi quesiti.

Situazione scolastica degli italiani in Germania: problema molto delicato (vissuto sulla mia pelle) e che richiede, a mio avviso, di un impegno su fronti diversi. Gli esperti di pedagogia sono quasi unanimi nel ritenere che l'apprendimento della propria lingua madre (quella italiana in questo caso) sia un presupposto importante per l'apprendimento della lingua del paese di residenza. Di conseguenza sono quindi dell'idea che l'impegno dello Stato italiano debba avere come obiettivo quello di intersecare le due realtà, quella italiana e quella tedesca. Il bilinguismo come principio base dal quale partire, e quindi sostegno a scuole bilingue e riorganizzazione dei corsi di lingua offerti in loco. Quando parlo di riorganizzazione penso ad un più razionale e controllato utilizzo delle risorse economiche (gestite per conto dello Stato dagli enti gestori), l'impiego di insegnanti di comprovata professionalità (oggi non è sempre così) e preferibilmente radicati stabilmente sul territorio.
Dove possibile bisogna inoltre perseguire l'inserimento dell'insegnamento della lingua italiana nei curricula scolastici delle strutture dei paesi di residenza.
Queste, in breve, le parole chiave su questo tema. Per dimostrarti però che non stiamo solamente a parlare, ti invito a leggere il ddl presentato dall'on. Gianni Farina sul tema, la cui approvazione è stata purtroppo frenata dall'interruzione precoce della legislatura:

Rete consolare: nei 20 mesi di legislatura il centrosinistra ha iniziato un importante lavoro su questo tema.
E' previsto un aumento degli organici dei consolati sia per il personale di ruolo che per quello a contratto, ed è già previsto un ulteriore aumento di personale nel caso di approvazione della legge sulla cittadinanza, che specie in America Latina comporterà un notevole aggravio di lavoro. Oltre all’incremento del personale di ruolo, verrà sensibilmente aumentato il numero di contrattisti locali. E’ già stato approvato un aumeto di 150 unità, le cui procedure di assunzione sono previste per la seconda metà del 2008, e proprio in questi ultimi giorni il vice ministro Danieli ha annunciato un ulteriore aumento, in particolar modo riguardante i contrattisti.

Questo aumento di risorse umane verrà accompagnato da un programma di informatizzazione dell’amministrazione consolare. E’ già stato completato il cd. RIPA (rete internazionale della PA), che ha messo in collegamento telematico tutte le rappresentanze, e sono in corso di realizzazione una serie di progetti di integrazione delle funzioni consolari per migliorarne i servizi, attraverso una razionalizzazione delle procedure interne. Intensificato anche il lavoro di integrazione delle banche dati di AIRE ed anagrafe consolare per giungere all’allineamento dei dati.
Si tratta di importanti realizzazioni di base, che però subiranno dei rallentamenti a causa degli adempimenti elettorali.

Tra i nostri connazionali è molto diffuso il sentimento che le decisioni vengano prese dall’alto e senza che le collettività residenti abbiano la possibilità di intervenire e dire la propria, visto che si tratta poi delle persone che in primo luogo dovranno usufruire dei servizi. A tal proposito è stato accolto al Senato un ordine del giorno che impegna il governo a presentare in parlamento entro il 30 aprile 2008 un progetto di riordino, modernizzazione e innovazione della rete consolare italiana all’Estero, per essere oggetto di confronto con i parlamentari eletti all’estero e gli organi rappresentativi delle comunità all’estero.

Per quanto riguarda la situazione di cittadini italiani che si trovano in difficoltà economiche, il ministero degli esteri ha già iniziato ad erogare - di fatto -  i cd. assegni di solidarietà. Questi però riguarderanno i connazionali residenti prevalentemente in America Latina, dove i problemi sono ben più gravi di quelli che conosciamo in Europa.
In Europa, per quanto riguarda le prestazioni sociali, vige il principio della competenza delle autorità del proprio paese di residenza. L'italiano residente in Germania dovrà (e potrà!) quindi chiedere assistenza alle autorità tedesca, alla pari di quanto avviene per i cittadini tedeschi.
Al di là di alcune situazioni di emergenza, dove i Consolati già ora intervengono con dei contributi ad hoc, non credo quindi sia possibile ed opportuno prevedere interventi più "strutturali".
